Livelihood Restoration Plan (LRP) of Mong Duong 2 BOT Power Plant was initiated since 2014 with the purpose to identify mitigation measures, develop applicable programs and monitoring processes that AES Mong Duong would implement to enable the restoration in living conditions/quality of life of all Ash Pond 2 affected people to pre-existing livelihood levels. The intention is to ensure that no one is worse off as a result of the Project. The target group include 68 affected households of Ash Pond 2 Project at Cong Hoa and Cam Hai communes, Cam Pha city.
As of March 2018, after more than 3 years of implementation, the LRP has achieved remarkable success. Through a close collaboration with local job placement centers, enterprises and especially AES Mong Duong’s contractors, the Company has helped to provide jobs to 97 people from affected households to work at the Power Plant and its contractors like ADEN, Tu Duong, Premium Security or NIC.
On the other hand, the Company has also been investing significant resources in education for the affected people. Several vocational training courses were organized with the financial support from the Company. Up to end of March 2018, seven training courses were organized for 115 trainees with the value of approximately 3 billion VND.
Vocational training courses that were completed include: “Family financial management and livelihood restoration” with 22 trainees; “Driving” with 19 trainees; “Cultivation and breeding” with 29 trainees; and “Cooking” with 11 trainees. All training courses were highly appreciated by local authorities and received positive feedback from communities in general and affected households in particular.
All training courses were identified and organized following a thorough public consultation process where the Company carefully gathered information on education background, people needs and expectation as well as employment demand and job opportunities in the local area. The graduated trainees, therefore, would have more opportunity for a stable job and/or income sources for a better future.
Through the LRP, the Company has contributed significantly to the social economic development in the region and improved living quality of the people, specifically the affected households of Ash Pond 2. “Thanks to the Company support, our income was not only restored but even improved much higher than before implementation of the Project”, said Ms. Tran Thi Huong, one of the affected people in Ha Chanh Village, Cong Hoa commune.
